Ms. Naheed Shah Durrani, a District Management Group (DMG) Civil Servant (1989) has served for more than 30 years in multifarious assignments with the Federal Government, Public Sector Corporations, and mainly with the Provincial Government. She began her career as Assistant Commissioner in Lahore and since then has worked on a range of assignments both in the field as well as Secretariat about legal and executive administration; public policy, planning, and management with a predominant focus on fiscal and financial management; development planning; education sector management and reforms and Investment portfolio of the Government of Sindh.
Ms. Naheed has spent around 10 years in the Finance Department of the Government of Sindh in various capacities and has remained engaged with fiscal and financial management of the provincial finances. She supervised the establishment of the Sindh Public Private Partnership (SPPP) Unit, including its institutional and legal framework. As DG (SPPP), she also initiated its first-ever SPPP project of mega infrastructure namely, ‘Hyderabad Mirpurkhas Dual Carriageway’, and other Economic Projects as Secretary of Investment. By far the most hectic and most rewarding assignment undertaken by her has been her posting as Secretary of Education to the Govt of Sindh. She has also been associated with a range of Welfare and Service delivery organizations both in the Public and Private sectors in different capacities voluntarily for over 10 years. She has worked as a Director on the Board of 42 Companies including North Sindh Utility Corporation; Sindh Rural Support Organization; The Sindh Enterprise Development Company; Public School Gadap etc. She has headed the Evaluation Committee of the Community Development Board of the Government of Sindh. In addition, she has remained involved in the design and supervision of multiple high-profile programs of the Government such as the Sindh Technical and Vocational Training Authority (STEVTA), the Benazir Bhutto Shaheed Youth Development Program (BBSYDP), Sindh’s Landless Hari Program (SLHP), Union Council based Poverty Reduction Program (UCBPRP) etc. She was also involved in the design of the Sindh District Headquarters Rehabilitation Project, Hepatitis Free Sindh, and many other mega projects. Ms. Naheed has also served in the Small Farmers Cooperatives and Horticulture Development Program. She carries a passion for working with community organizations and communities and has undertaken many assignments linked with grassroots-level work.
Ms. Naheed also served as Managing Director – of Sindh Education Foundation (Govt. of Sindh) and after that as a Chairperson Planning & Development Board, Sindh. Ms. Naheed served as the Secretary to the Government of Pakistan Climate Change Division and is involved with implementing the Government of Pakistan’s Climate Action programs with a focus on climate and people.
At present, she is serving as Federal Secretary in the Ministry of Federal Education & Professional Training.
Mr. Muhammad Dittal Kalhoro has been the Chief Executive Officer of the Sindh Rural Support Organization (SRSO) since 2014. He earlier served SRSO as Chief Financial Officer. He obtained his associate membership of the Institute of Cost & Management Accountants of Pakistan in 2000 and did FCMA in 2011. He received his Bachelor of Engineering in Agriculture from Sindh Agricultural University, Tando Jam, Sindh in 1995. Mr. Dittal also holds a Master’s degree in Economics from Shah Abdul Latif University Khairpur.
Mr. Dittal worked as Senior Manager of Revenue & Finance at Pakistan Telecommunication Company Limited. He also worked as Director of Budget & Accounts at the Pakistan Water & Power Development Authority (WAPDA) in Lahore. He worked in Callmate Telips Telecom Limited (Calling Card, LDI, and Card Pay Phone Company), for seven years in different positions.
Mr. Muhammad Nazar Memon holds MA in Economics from the University of Karachi and MA in Regional Planning, Clark University, USA. He has also obtained Diploma in Comprehensive Regional Planning from United Nations Center for Regional Development, Japan and another Diploma Certificate in District Health Planning from Institute of Child Health, London UK.
Mr. Memon was appointed as the Chief Executive Officer of Sindh Rural Support Organization (SRSO) till 2008. As a Consultant in Capacity Building public forum of National Reconstruction Bureau (NRB) he has worked on the Capacity Building of elected representatives and government functionaries that came under the paradigm shift of Devolution in Pakistan.
Mr. Memon has also contributed majorly to the final draft of Local Government Ordinance 2000. He has served UNICEF in the area of Social Planning, with special focus on women and children. He has also worked in Tanzania and Uganda in the development of Area based programs. As Head of Area Services in Kenya and South Africa, he extended his services in the areas of Programming, Planning, Implementation and Monitoring of community-based programs/projects in collaboration with the local communities. Mr. Nazar Memon has been on the Board of various organizations such as PPHI Sindh, NRSP, RSPN, IRM, TRDP, SRSO and on General Body of PPAF.
Mr. Ghulam Sarwer Khero holds a Master’s Degree in Political Science (Honors-1968) and a Bachelor’s degree in Law (1970) from the University of Sindh. He has served the Public of the Government of Sindh as Chief Secretary of Sindh, Additional Chief Secretary (Development) P&D, Additional Chief Secretary of agriculture, Irrigation & Power Departments, Secretary Services, General Administration & Coordination Department (SGA & CD), Member, Sindh Service Tribunal, Secretary, Labour and Transport Department, Secretary, Food & Cooperation Department, Chairman, Sindh Sugar Corporation Limited, Director General Malir Development Authority, Karachi, Secretary to Governor of Sindh, Additional Secretary- Chief Minister’s Secretariat, Karachi, Deputy Secretary- Industries, Commerce and Mineral, Development Department. Except this, he has remained Chairman of, the Board of Directors, Sindh Industrial Trading Estates Ltd (SITE), Karachi, Chairman of, the Provincial Development Working Party (PDWP) Planning & Development Department, Chairman-Sindh Public Procurement Regulatory Authority (PPRA), Member-Central Development Working Party (CDWP), Planning Commission, Government of Pakistan; Member- Executive Committee of National Economic Council (ECNEC), Cabinet Division, Government of Pakistan, Director- Sindh Rural Support Organization (till date).
He did Management Cadre Training on USAID Rules and Regulations (USAID/RSPN) in 2011 and has attended several National and International Conferences and Study Tours. He also worked as Director, of the Rural Support Program Network. He was Provincial Director, of the Assessment & Strengthening Program (USAID funded) and is now Coordinator, of SUCCESS – RSPN (E.U funded).
He has been traveling widely (31 countries).
Mr. Aazar Ayaz is the Executive Director of “The Researchers” & Managing Director of “THRIVE”; both organizations are based in Islamabad, Pakistan, and work in the areas of Policy Research and Integrated Area Development.
He holds a Master’s Degree in Economics. More than 36 years of diversified working experience for public sector, private sector, donors and civil society organization at national and regional level. Democratic Governance focusing electoral & political reform and election observation, Gender and integrated rural livelihood project planning, implementation, and evaluation are his core areas of competence. His major research areas are ‘Women’s Political Empowerment’, ‘Electoral Processes’, ‘Decentralization in Pakistan’, Democratization, and Gender.
Mr. Aazar has more than 16 years of hands-on experience in leading a National Civil Society Organization “The Researchers” (TR), managing national CSOs consortium (PLSC, THRIVE, Women Economic Empowerment), Board of Directors of Sindh Rural Support Organization (SRSO), team lead of one of largest multi-sectoral integrated community development project in Khyber Pakhtunkhwa – CIADP and convenor for “Women & Politics in Asia Forum” (WPAF www.wpaf.org) with its Secretariat with TR. He has a diverse portfolio of consulting as team lead and team member for the Government, INGO, national NGOs, and international donor communities such as the Delegation of European Union, UNDP, National Democratic Institute (NDI), SDC, Norway, UNESCO, and Dutch Development Agency, USAID and UNDP, TAF, GIZ, SFCG, etc.
Mr. Aazar has 11 years experience in Banking & Financial Sector with Muslim Commercial Bank (Pre privatization) and also worked in National Development Finance Corporation at senior policy level focusing planning and implementation of specialized projects.
He has 10 years experience of in the sector as Vice President of Planning, Business Development & PR for MOBIL Pakistan, the biggest Oil & Gas MNC in the world. Presently, he is the Managing Director “Of THRIVE Energy Solutions” specializes in turnkey solutions in Alternate & Renewable Energies like solar, wind and solid waste.
Mr. Ghulam Mustafa Abro got his Master’s Degree in Economics from the University of Sindh (1968) and a Post Graduate Diploma (PGD in Agricultural Development) from the University of London (1993). He started his professional job with the Planning & Development Department, Govt. of Sindh’s Economic Wing in 1970 and has been a Free Lance Consultant Development Economist since 2005 with Private Non- Government Organizations and UN Agencies. He served the Public as Senior Chief (BS-20), Science, Technology & Poverty Alleviation, Planning & Development Department, Government of Sindh-Karachi, National Project Director for the National Urban Poverty Alleviation Project (Sindh Component) funded by the UNDP, as an Adviser, Planning and Development (BS- 20), University of Sindh, Jamshoro, Pakistan. Besides this, he has also worked as a Provincial Disaster Risk Management Coordinator funded by UNDP and associated with the Provincial Disaster Management Authority Sindh.
He received training from Local and International Agencies / Institutions in Rural Development, Water Resource Management, Project Planning, Monitoring, Evaluation & Management, Disaster Management, and Development Economics.
Mr. Abro was the Program Officer (Disaster Risk Management) World Food Programme Country Office Pakistan at Islamabad in preparation for Joint Disaster Risk Management (DRM) Program and Contingency Planning – Flood 2008, Cyclone and Drought, in coordination/consultation with concerned UN Agencies and National Government Agencies.
Mr. GM Abro was also listed on the Panel of Experts on the Community Monitoring Project of the Chief Minister’s Inspection Team.
He is a member of “The Pakistan Society of Development Economists”, “The Chartered Institute of Logistics & Transport (UK)”, the Ad hoc Advisory Council on International Network on Participatory Irrigation Management, Established in EDI – World Bank, 1995, Member, Sindh Chamber of Agriculture.
Apart from this he also has written a few papers on subjects concerned with Development Planning and published nationally and got subscription to Journals and Newspapers.
Mr. Rafique Ahmed Buriro joined the Civil Service of Pakistan in Jan 2001. He has served in multifarious assignments with the Federal Government, Public Sector Corporations, and mainly with the Provincial Government of Baluchistan and Sindh. During his service mostly engaged in the field of Secretariat about legal and executive administration, public policy, planning, and management, Implementation and Development, with a focus on public administration, fiscal and financial management, development planning, education sector, etc. He served in various top-level capacities such as Commissioner Sukkur, Deputy Commissioner, and DCO in various districts of Sindh and Balochistan.
Mr. Rafique holds a Masters in Public Policy (2006-07, Tokyo, Japan) and, an MA in Economics (2001-02, University of Sindh, Jamshoro). He also obtained the degree of M.A. English (1994-1996) and B.A (Hons) English (1991-1994) with distinction from the University of Sindh, Jamshoro.
He also earned Diploma in Leadership and Management (March-July 2015) from the Pakistan Institute of Management – PIM, Karachi) and Course for Certified Directors (March 2014).
Mr Rafique taught secondary and post-secondary classes at the prestigious military academy, Cadet College Petaro, and public sector Government Degree College Matiari, Hyderabad, Sindh from 1996 to 2000.
As a writer, he has several publications, research papers, etc. in his credit.
Mr. Naseer Memon is a Development Professional, who has been working with prominent organizations in the development sector, academia, and corporate sector of Pakistan for more than 18 years in research, teaching, training, administration, project/program management, and development consultancy. He served as a Chief Executive of Strengthening Participatory Organization (SPO), which is one of the largest civil society and capacity-building organizations in Pakistan, primarily working for democratic governance, human rights, and conflict resolution. Before that, he was associated with an international organization “Leadership for Environment and Development” LEAD-Pakistan as Provincial Coordinator.
Mr. Naseer Memon has also been teaching the subject of Environmental Engineering at Mehran University of Engineering and Technology, Jamshoro for 05 years. Mr. Memon has also remained associated with the World Wide Fund (WWF) Pakistan as Conservation Manager for the Sindh Program. He has worked with a leading private sector organization Premier Oil in the Environment and Community Development Department for two years. He managed several community projects in Sindh and Balochistan provinces. He is associated with the Sindh NGOs Federation (SINGOF) as a technical advisor. He is also providing technical assistance to several CBOs and NGOs regarding preparing project proposals, and project reports and organizing community-level activities. He worked with UNDP as a Monitoring Officer for the Drought Relief Assistance Project. Mr. Memon is also a Fellow of LEAD Pakistan and serves on the Board of Directors with several national and international experts/organizations on a variety of projects including Non-Formal Female Literacy, Sustainable Flood Disaster Mitigation, Land Degradation, Lake Pollution, and Resettlement.
Presently he is the General Manager of CSR, Public Affairs & Communications of Engro Powergen Limited.
Mr. Naseer is the author of several articles in Sindhi and English newspapers, newsletters, and magazines regarding socio-economic and environmental issues. He has been awarded the Green Journalist Award by the Sindh Environmental Protection Agency (SEPA) for his articles on Land Degradation in Sindh and the Environmental Education Award by IUCN for his article ‘Environmental Degradation of Manchar Lake’. He also possesses five years experience of working journalist as a sub-editor, feature writer, and columnist. He has written several articles on the issues of social development, environment, water resources management, etc. He has extensively written in English in local newspapers. He has authored three books in English and seven in Sindhi language.
Mr. Muhammad Abbas Baloch is a PCS Officer who did his Masters in Economics and Bachelor of Law from S. M. Law College, Karachi.
He has served at multiple positions in the Government of Sindh. During his service mostly engaged in the field of administration, implementation and development, with focus on public administration, development planning, education, health sectors, etc.
He served in various capacities such as Deputy Commissioner / DCO, Commissioner of Sukkur, Larkana, Hyderabad and Shaheed Benazir Abad, as well as served at different important postings during his career in the provincial secretariat Karachi, Sindh.
Dr. Waheed Ali Umrani is an educationist. He has vast teaching and industry experience along with various teaching cases and published articles in renowned journals to his credit. He was also heading Case Research Center at Sukkur IBA University, where he was previously working as Associate Professor. He did his PhD from the University Utara Malaysia in OB & HR. Dr. Umrani has successfully supervised PhD and Masters students, won Research Grants at National and International Levels, and has successfully conducted consultancy for various organizations.
Dr. Umrani has published teaching cases and articles in top-notch journals such as Applied Psychology, International Journal of Conflict Management, Personnel Review, Journal of Knowledge Management, Journal of Hospitality and Tourism Management, Technology in Society, Leadership and Organization Development Journal, European Journal of Innovation Management, Corporate Social Responsibility and Environmental Management, Journal of Environmental Management, Emerald Emerging Case Studies, Asian Case Research Journal.
Dr. Umrani has presented his work in world-reputed meetings/conferences such as the Academy of Management, British Academy of Management, European Academy of Management etc.
As a trainer, Dr. Umrani has conducted professional trainings for corporate and academicians in Malaysia, United Arab Emirates, and all around Pakistan. Where he has had the opportunity to train, interact, and learn from people of 150 different countries. His training portfolio falls into three major areas that include Leadership & Management Development, Case Writing and Case Teaching, and Quantitative Research Methods.
Ms. Raheema Panhwar is working with WaterAid, Pakistan as a Provincial Coordinator, in Sindh Province, she possesses 21 years’ experience in the fields of Women Empowerment, Human Rights, Child Rights, Peace and Social Harmony, and Social Justice. She remained actively engaged in information and strengthening of women’s organizations, and formulation of policies related to women’s rights and child rights for Sindh province.
In addition to this, she built the capacity of community organizations, civil society networks, and district political steering committees in conflict resolution and promotion of peace and social harmony at the grassroots level with the engagement of diversified community groups. She has facilitated Community-Based organizations, Civil Society Networks, and District Political Parties Steering Committees (DSCs) in the identification of gaps in the implementation of policies related to Women’s Rights, Human Rights, Education, Health, Local Government, and Environment and provided them technical assistance to design and implement advocacy campaign to address policy gaps and share recommendations with key stakeholders at district and provincial level. She also works closely with provincial legislators, and provincial departments especially the women’s development department, human rights department, social welfare department, health departments, home department police department, and planning and development department for the implementation of pro-women legislation and strengthening of GBV (Gender–Based Violence) in Sindh.
She holds a Master’s degree in Sociology, with several professional courses related to Gender, Human Rights, Management, Education, etc. at national and international levels. She has received a one-month extensive fellowship on Gender-Based Violence (GBV), She is also an IVLP (International Visitors Leadership Program) alumni, Beside this, she holds memberships of various forums, commissions, etc. such as; an executive member of the Sindh Commission on Status of Women (SCSW) constituted by Chief Minister Sindh for the promotion and protection of women rights. She is a member of the Pakistan Forum for Democratizing Police (PFDP)-Sindh chapter. She is also an active member of the forum EVAW/ G (Ending Violence against Women & Girls) Sindh chapter formed by the UN Women and Child Rights Movement (CRM), Sindh chapter.
